Board Members


There are seven total Board Members appointed by:

Reno City Council (3 seats)
Sparks City Council (2 seats)
Washoe County (1 seat)
At Large (1 seat), appointed by above members.

The cities and county representatives are not required to be elected officials. However TMWA bylaws require that the at-large seat be an elected official within the three jurisdictions.

Mike Carrigan was elected to the City Council in June of 1999 and re-elected in June of 2003 and November of 2006. He graduated from the Naval Academy in 1973 and is a retired Naval Aviator with 24 years of service. Carrigan earned his Master's degree in Journalism from the University of Nevada in 1997.

In addition to serving as Chairman of the Board, he is also Chairman of the Board of the Western Regional Water Commission.

Dave Aiazzi is a native Renoite and graduated from Sparks High School. The founding president of the Sky Tavern Junior Ski Program he was first elected in November 1996 as the Ward 5 representative.

Dave was re-elected in 2000 and again in 2004.

Bob Cashell was elected Mayor of Reno in November, 2002. He served as Lieutenant Governor of Nevada from 1982 to 1986, and on the University of Nevada System Board of Regents from 1979 to 1982.

Local businessman, Tom Young, of Fennell & Associates is the new Reno City Council appointee to the Board of Directors for TMWA. Young has been in the commercial real estate business since 1991 and with Fennell & Associates for the past ten years.

Young has more than thirty years of experience working on water-related issues such as the Truckee River Operating Agreement (TROA) and numerous conservation policies, both as a private citizen and as a governmental affairs consultant.

Over the years he has served on several boards and committees, including the University of Nevada, Reno's College of Engineering Advisory Board, United Way and the Red Cross.

Geno Martini was appointed to the Sparks City Council representing Ward 3 in July of 1999 to complete an unexpired term. He was re-elected in June of 2001 and again in November of 2004. He was elected Mayor Pro Tem by the City Council in July of 2003 and served in that capacity until February 22, 2005 when he was sworn in as Mayor. He was elected to a full term in November of 2006.

Mike Cate is a Nevada Native with over 30 years experience in the construction industry. He is president of Construction Development Services Inc., which he started in 1984. In 2002, Cate and partner started another company called Pavers Plus Inc. He is currently 2nd Vice President of A.G.C. and chairman of the Government Affairs Committee.

Cate serves on the Board of Director of the Associated General Contractors and the Associated Builders and Contractors.  He is also a Past President of the A.C.E. High School Board of Directors.  He is the Chairman of the City of Reno - Enterprise Fund Committee and serves on the NDOT Grievance Committee.
